漢普郡學車港人因被指樣貌與臨時車牌不符 而被拒考路試

據 BBC 昨日（1 月 8 日）報導，來自漢普郡（Hampshire）市鎮 Basingstoke 的 Yin Cheong William Shen 等了八個月才終於預約到於其家附近的路試，但卻因為考官稱其樣貌與臨時車牌（provisional licence）上的照片不符而被拒考試。這位在香港出生的學車人士對此表示感到「困惑」（”confused”）。

其學車師傅 Stephen Lambert 表示，考官在去年 11 月做出的這個決定堪稱為一種「侮辱」（”insult”）。然而，司機及車輛標準局（Driver and Vehicle Standards Agency）維持了原判，拒絕退款。Shen 憶述，考官取過車牌後突然「看起來非常震驚」（”his face looked so shocked”），並稱「你的臉和我的身分證不符」（”Your face does not match my ID”）後便終止了路試，然後離開。

Shen 強調，他一直以來用該車牌作身份證明都沒有問題，特別是為考車參加筆試的時候，而且這張照片與他護照的照片一樣，今年旅行時也沒有出現任何問題。師傅 Lambert 補充，他在「28 年來從未發生過這樣的事」（”Not this, ever, in 28 years”）。 Lambert 續指，自己看了看車牌後將它舉到 Shen 的臉旁，然後對考官稱：「不，這就是他的眼睛、耳朵和嘴巴。對我來說這就是他的樣子。」（”No, these are his eyes, his ears, his mouth. It looks like him to me.”）

然而，司機及車輛標準局表示他們已調查此事，並且不會提供退款或免費重考。當局在發給 Shen 的一封信中寫道：「法律規定，考生必須在考試開始時向考官出示適當的身份證明。如果檢驗人員對所提供的身份證明不完全滿意，則必須拒絕進行測試。」（”The law requires that a test candidate must produce suitable identification to the examiner at the start of the test. The examiner must refuse the test if they are not completely satisfied with the identification provided.”）
